USCIS will start accepting H1Bs in the first week of April 2016. Due to the heavy demand of H1Bs, it is expected that USCIS will conduct a random lottery again. As it typically takes between 2 and 3 weeks to prepare H1Bs, it is advisable to start preparing H1Bs either in January or February 2016
